Otter Tail County, Minn. — Graduates and staff from Otter Tail County’s treatment courts traveled to St. Paul on May 7 to take part in Treatment Court Capitol Day, joining nearly 100 people gathered at the Minnesota State Capitol to mark the impact of treatment courts across the state.

The annual event brings together treatment court graduates, professionals, justice partners, community members, legislators, and advocates. This year’s program featured personal stories from participants representing treatment courts across Minnesota, with Otter Tail County well represented among the speakers.

Speaking on behalf of Otter Tail County were Brittney Petersen, a 2024 graduate of the county’s Drug Court program with two years of sustained recovery, and Melissa Korby, who graduated from the county’s DWI Court program in 2016 — now marking 10 years since her graduation. Both women shared personal accounts of their recovery journeys and the lasting difference the programs have made in their lives.

“It was an honor to hear Melissa and Brittney share their journey in recovery. Everyone has a different story and a different path to take, and it was a privilege to be a part of their journey through their participation in Treatment Court,” shared Hallie Metcalf, treatment court probation agent. “I’m so proud of the changes they were willing and are still making each day. It’s not an easy path but I’m thankful they have recognized their worth and have chosen recovery for a better way of life.”

Joining the graduates at the event were Metcalf; Tria Mann, treatment court coordinator; and Dana McClaflin, care coordinator, state and county staff who work alongside participants throughout their time in the program. Also representing Otter Tail County was Jenna Kavanagh, who serves from a dual perspective as a treatment provider and as a DWI Court graduate herself.

“Treatment courts change lives,” said Mann. “We are proud of the graduates who stepped forward to share their stories at the Capitol. Their courage and commitment represent the very best of what these programs can accomplish.”
